Tools for Beginners in Electronics

The most basic tools needed when starting electronics are a pair of side-cutters and half-round nose pliers or similar.

A soldering iron is useful even when building breadboard circuits as some components, such as potentiometers will need to have wires soldered to them in order to plug them into the breadboard.
